Call for Manuscripts International Journal of Civil Service Reform and Practice
 

The Regional Hub of Civil Service in Astana seeks submissions to its journal, the International Journal of Civil Service Reform and Practice. The journal has successfully published two issues, and seeks to publish manuscripts of interest to participants of the Regional Hub. The Regional Hub was established in 2013. The Hub was initiated through a joint project between the United Nations Development Programme and the Agency for Civil Service Affairs of the Republic of Kazakhstan. The Hub has over 30 participating countries and 5 international organizations.

RCOCI Signed New Strategic Cooperation Agreement
On January 15, as backbones of RCOCI, Shanghai Municipal Commission of Economy and Informatization and Shanghai Academy of Social Sciences signed strategic agreement for future profound cooperation. The two parts will co-organize 2014 Global City Informatization Forum held in November, and the new website for the Forum was launched.

Congratulations! News of United States Has Reached its 1000 Pieces Milestone!
As an important part in the whole UNPAN system, Public Administration News has undergone steady development and the news of United States has reached another milestone, with its 1000 pieces of publication on North America Region, RCOCI is hereby happy to announce.
  • Top 3 most "clicked" regions brought by PA news: Asia-Pacific, Africa, North America
  • Top 5 countries with the largest number of PA news: South Africa, China, United States, India, Australia
It should be noticed, compared with the statistics issued one year ago, the number of news of United States has a sharp rise, exceeding India and popping into the top 3 list. Meanwhile, Australia’s news amount also greatly goes up, replacing Japan on the top 5 list.

Call for Papers: Second AMEPPA and SESAME Conference

The Association for Middle Eastern Public Policy and Administration (AMEPPA) and ASPA's Section on Effective and Sound Administration in the Middle East (SESAME) is pleased to announce the convening of its Second Conference on November 14 and 15, 2013, at Atilim University in Ankara, Turkey. The conference is also the Second Global Conference on Public Policy and Administration on the Middle East.

We are asking scholars both in the Middle East and around the world to participate in this important conference and be part of a scholarly movement dedicated to public service and public interest in the Middle East. Professionals and academics from all countries and territories and of all nationalities are welcome to participate as presenters (upon acceptance of an abstract or panel) and as conference attendees.

India - draft National Land Reforms Policy
This Bill was introduced in the parliament by Ministry of Rural Development; Government of India in July 2013. The increasing demand of land acquisition for housing, industrialization and several other purposes; diversion of agricultural land for non-agricultural purposes; the stagnating agricultural yields and the empirical evidence on the utility of small farms, all point towards the revisiting the issue seriously. More importantly, inequitable distribution of benefits from the new land use, insufficient quantity of compensation, and rehabilitation not being implemented properly is leading to enormous dissatisfaction among the affected people. In short, to address a number of critical issues related to land in the current juncture, the need for a National Land Policy today is more urgent than ever before. Such a policy would be based upon Tehsil, District, Region and State level master plans. This will clearly delineate areas unfit for agricultural use and therefore reserved for industrial and other non-agricultural purposes, obviating and minimizing the need for acquisition of land that gives rise to displacement,landlessness and unrest. This policy outlines a very clear strategy of creating a large pool of land so that every family's right to land is fully honoured. The policy proceeds to suggest a just and equitable method of allotting land on a priority basis to the marginalized, especially marginalized women. Policy provisions are also made in such a way that common property resources supplement the needs of the poor and deprived.

The re-interment ceremony of the remains of a South African in France affirms South Africa’s commitment to reconciliation, says Deputy President Cyril Ramaphosa. "This ceremony is a further indication of our commitment to reconciliation and uniting a country that is emerging from a bitter past - a past founded on racial oppression, humiliation and exploitation. “Today we correct a historical injustice, and thereby restore the human dignity and affirm the citizenship of the members of the South African Native Labour Corps.

South Africa: SA Aims to Produce 100 000 PhDs by 2030
Science and Technology Minister Naledi Pandor says government has set a target of producing 100 000 Doctor of Philosophy (PhD) graduates by 2030 to improve research and innovation capacity. Minister Pandor said South Africa needs to train about 6 000 PhDs per annum, which will require an investment of about R5.8 billion a year. Minister Pandor said her department has allocated R80 million to fund 1 000 science postgraduates in the 2014/15 internship programme.

Rwanda: Students Showcase Unique Innovations at TVET Expo
A TEN-DAY mini exhibition, featuring mainly works from students from various technical and vocational education and training (TVET) schools across the Southern Province, has opened in Huye District. The exhibition, due to conclude next Saturday, also attracted a dozen of private craftsmen from the province. It aims at showcasing student innovations and creating bonds between the schools and community. It is the second time such an exhibition is taking place in the province. This year's exhibition attracted about 100 exhibitors, mainly TVET schools.
