RCOCI Signed New Strategic Cooperation Agreement
On January 15, as backbones of RCOCI, Shanghai Municipal Commission of Economy and Informatization and Shanghai Academy of Social Sciences signed strategic agreement for future profound cooperation. The two parts will co-organize 2014 Global City Informatization Forum held in November, and the new website for the Forum was launched.

Congratulations! News of United States Has Reached its 1000 Pieces Milestone!
As an important part in the whole UNPAN system, Public Administration News has undergone steady development and the news of United States has reached another milestone, with its 1000 pieces of publication on North America Region, RCOCI is hereby happy to announce.
  • Top 3 most "clicked" regions brought by PA news: Asia-Pacific, Africa, North America
  • Top 5 countries with the largest number of PA news: South Africa, China, United States, India, Australia
It should be noticed, compared with the statistics issued one year ago, the number of news of United States has a sharp rise, exceeding India and popping into the top 3 list. Meanwhile, Australia’s news amount also greatly goes up, replacing Japan on the top 5 list.

Call for Papers: Second AMEPPA and SESAME Conference

The Association for Middle Eastern Public Policy and Administration (AMEPPA) and ASPA's Section on Effective and Sound Administration in the Middle East (SESAME) is pleased to announce the convening of its Second Conference on November 14 and 15, 2013, at Atilim University in Ankara, Turkey. The conference is also the Second Global Conference on Public Policy and Administration on the Middle East.

We are asking scholars both in the Middle East and around the world to participate in this important conference and be part of a scholarly movement dedicated to public service and public interest in the Middle East. Professionals and academics from all countries and territories and of all nationalities are welcome to participate as presenters (upon acceptance of an abstract or panel) and as conference attendees.

UNPAN-AP Editorial Department Observes 2012 International Day for Natural Disaster Reduction
  The International Day for Natural Disaster Reduction (IDDR) is commemorated on 13 October. The theme of the 2012 IDDR is "Women and Girls - the [in]Visible Force of Resilience". To observe this special event, UNPAN-AP Editorial Department collects about 80 documents with an aim of raising people's awareness in disaster risk reduction and climate change adaptation process. The series of documents, mainly composed of country profiles, case studies, and analytical reports, show active involvements of governments from all countries in policy, planning and implementation processes for disaster reduction.

Mobility and Agency: Private Sector Development in Rural Central China
This article shows that the variation in private sector outcomes in central China is the result of a complex mosaic of path dependencies, historical contingencies, government interventions, geography and the availability of nonlocal capital and skilled labor. Among these various factors, the roles of human resource mobility and local agency stand out. Given the competitive disadvantages of underdeveloped and remote regions, inflows of human and financial capital from more affluent areas are especially important in stimulating growth; accidents of history are often crucial in triggering these flows.

Institutional Change in Market-liberal State Capitalism. An Integrative Perspective on the Development of the Private Business Sector in China
This paper shows that a more accurate depiction of the development of China's private sector is gained by considering the complex interaction between bottom-up and top-down processes. First, the paper analyzes the general characteristics of Chinese capitalism to help understand and classify the gradual institutional change in the enterprise sector. Second, it draws on insights from comparative political economy and new approaches in political science to introduce the strategy of "wearing a red hat," an empirical phenomenon that provides a framework for the emergence from the 1980s of China's private sector.

South Africa: $1m Donation for Taung Agricultural College
Taung Agricultural College in the North West has received a donation of US $1 million from Danish company Haldor Topsøe, which specialises in research and technology. Speaking at the donation handover ceremony, Deputy President Kgalema Motlanthe said the college must use the funds not only to produce brilliant students, but teachers who will educate communities about the importance of preserving nature. “... Nature is very important for the production of food in this country,” said the Deputy President. The college has just been re-accredited by the Council on Higher Education (CHE) to offer NQF level 6 Diploma in Agriculture specialising in Irrigation Technology.

Oman’s eGovernment Plan to Lead Gulf Region by 2016
Muscat: If Oman continued to move towards eGovernment at the same pace, it would reach the top position in the Gulf region by 2016, from its current middle level rank, Richard Kerby, Senior Inter-Regional Adviser on eGovernment and Knowledge Management of United Nations, said here on Monday.
