International Seminar on E-government and Modern Governance in Asia: Call for Papers

The E-government Research Center of Eastern Regional Organization for Public Administration (EROPA) is pleased to announce a call-for-papers for an International Seminar on E-Government and Modern Governance in Asia on May 29-30, 2014 in Beijing, China. Founded in 2013, the E-government Research Center is a working platform for EROPA , with its seat in Chinese Academy of Personnel Science, Beijing. The aims of the Center are to establish a cooperative network on e-government research and development in the Eastern Region and promote the exchange of E-government research and practices in Asia.

With the rapid development of new information and communication technologies (ICTs), especially the enormous public participation in social media, mobile internet, big data and open data, e-government is gradually becoming a vital approach of governance. How to expand the e-government boundary, enhance e-government capability, and improve e-government environment have been listed as top priorities in PA reforms in Eastern Region, even in the whole world. 

The Seminar aims to bring together PA academics and practitioners in a conversation and discourse on technology and e-governance. We would like to cordially invite scholars and practitioners to participate in the Seminar and submit papers, which can be any article or research report in the recent 1-2 years related with the theme or sub-themes. The Seminar intends to strengthen the partnership between research institutes and academics from EROPA member countries. It also cordially welcomes the participation of research institutes and academics from other countries in Asia-Pacific region.

Seminar Theme: E-Government and Modern Governance in Asia

E-government is closely related to modern governance. Currently, countries around the world are showing big concerns to the development of e-government. So are Asian countries. With the joint efforts of Asian countries, e-government in Asia has witnessed great progress. E-government has enhanced the effectiveness of governance in Asia and makes it convenient for people to participate in governance. It is essential for Asian countries to learn from each other's experiences and to speed up the sound development of e-government, which is also the aim of this Seminar.

Sub-theme 1: E-government: a New Approach to Governance

Effective governance is a driving force for the government to strengthen public trust and its ability to perform duties. Meanwhile, to build a service-based government by law is the foundation of an improved governance system and modern governance. E-government plays a vital role in enhancing governments’ governance ability and to ultimately achieve modern governance.

Under sub-theme 1, papers could focus on philosophies, methods, trends, and impact of e-government theories and practices .

Sub-theme 2:Information Technology: A New Social Media Enabling Public Participation in Governance

In this era of new media, compared with the traditional ways, social media is a new channel for the public to participate in governance, and an essential platform to advance the electronic and diversified public participation. With the assistance of such a platform, governance will turn over a new chapter.

Under sub-theme 2, papers can center on the development of and challenges brought by social media among Asian countries.

Key requirements:

•         Papers must directly address one or more aspects of the conference theme or subthemes.

•         All the papers should be written in English.

•         Each paper should contain 5,000-8,000 words. An abstract of 200-300 words should be sent to the Office of E-government Center of EROPA by 20 of February, 2014. Paper writers will be duly notified whether their papers have been accepted.

•         References should adopt the APA style and include author name(s), publication year, title of the article/book/journal, place of publication, and publisher.

•         Figures, graphs and tables should be included if necessary.

•         Authors should submit autobiographical sketches along with their abstracts.

•         Each presenter is allocated 15-20 minutes for presentation. Questions from participants will be entertained during the open forum provided after each session.

•         Paper should advocate the academic spirit and focus on the academic research. Quality papers will be collected for official publication in China.

•         Quality Power-Point presentations will be uploaded onto the EROPA and CAPS website.

•         Deadlines:

Abstract: on or before February 20, 2014; notification of acceptance will be sent to prospective paper writers by March 1, 2014.

Final paper and Power-Point Presentation: On or before April 25, 2014.
