2014 Global City Informatization Forum Co-organized by RCOCI

During 2014 Global City Informatization Forum co-organized by Regional Cooperation Office for City Informatization (RCOCI), participants from all around the world deeply discussed and actively brainstormed on the theme of “Smartness, Integration, Convergence”. We came up with a number of fantastic new concepts, ideas and approaches benefited from collective wisdom in terms of accelerating ICT innovation, deepening construction of smart cities, and informatizing a better life.

10th Biennial Conference of the Commonwealth Association for Public Administration (CAPAM)
  The 10th Biennial Conference of the Commonwealth Association for Public Administration (CAPAM) will be held from October 19 – 21, 2014. Call for Manuscripts International Journal of Civil Service Reform and Practice

The Regional Hub of Civil Service in Astana seeks submissions to its journal, the International Journal of Civil Service Reform and Practice. The journal has successfully published two issues, and seeks to publish manuscripts of interest to participants of the Regional Hub. The Regional Hub was established in 2013. The Hub was initiated through a joint project between the United Nations Development Programme and the Agency for Civil Service Affairs of the Republic of Kazakhstan. The Hub has over 30 participating countries and 5 international organizations.

RCOCI Signed New Strategic Cooperation Agreement
On January 15, as backbones of RCOCI, Shanghai Municipal Commission of Economy and Informatization and Shanghai Academy of Social Sciences signed strategic agreement for future profound cooperation. The two parts will co-organize 2014 Global City Informatization Forum held in November, and the new website for the Forum was launched.

India: Security of Indian Ocean Linked to Stability of Global Eco
The security of Indian Ocean is "inextricably" linked to the stability of global economy, the US has said and underscored the need for maritime cooperation between India, Sri Lanka and Bangladesh to uphold international norms such as the freedom of navigation. "Maritime security in the Indian Ocean will depend more and more on the ability of countries like India, Sri Lanka, and Bangladesh to work with each other, and partners like America, to uphold international norms like the freedom of navigation," said Manpreet Singh Anand, Deputy Assistant Secretary of State for South and Central Asia. The "stability inland" also depended on how well the above countries can combat piracy and trafficking of drugs, weapons, and people on the high seas, Anand told the Pacific Council Members here on Friday. He said South Asia has a tremendous growth potential as the region boasts more working-age people than anywhere in the world with its economies growing at an average of more than 7 pct. "You can plainly see how the security of the Indian Ocean is inextricably linked to the stability of the global economy," said the Indian-origin diplomat. As over 250 million South Asians move into cities in the next 15 years, creating strong demands for infrastructure and services, Anand said the World Bank estimates that the region will need about $2.5 trillion in infrastructure investment over the next ten years to reach its full economic potential.

India: IIPA Preparing Govt. Officers in E-governance
The Indian Institute of Public Administration (IIPA) has initiated a multitude of e-governance training initiatives for senior and middle level government officers under its capacity building endeavour for Digital India Programme. These e-governance trainings are being designed and conducted at IIPA by Dr. Charru Malhotra (Project Director; Associate Professor- e-Governance & ICT, IIPA), an official communiqué said.

India: Central Government Unlikely to Go in for Cut in Public Expenditure
The Central Government is unlikely to cut public expenditure in the current fiscal despite shortfall from spectrum auction and slow progress on strategic sale. As per sources, there would not be compression this year as well although there is some pressure on revenue front from spectrum auction.
