Dr. Tomasz Janowski, UNU-IIST Senior Research Fellow and Head of the Center for Electronic Governance contributed to the Expert Group Meeting "United Nations E-Government Survey: E-Government as an Enabler of Collaborative Governanceā organized by the Division for Public Administration and Development Management (DPADM) (
http://www.unpan.org/dpepa.asp
) of the United Nations Department of Economic and Social Affairs (UNDESA) (
http://www.un.org/en/development/desa/index.html
). The meeting took place on 4-5 December 2012 in UN Headquarters in New York, and was opened by Ms. Haiyan Qian, Director of DPADM/UNDESA.
The meeting brought together 14 experts on various aspects of Electronic Government from Barbados, Bahrain, China, Denmark, France, India, Morocco, Singapore, Spain, Sweden, Tanzania, UK and USA. Affiliated with universities, institutes, think tanks, international and inter-governmental organizations and the UN system, the experts: 1) exchanged views on emerging trends and issues related to six thematic areas of the 2014 United Nations E-Government Survey - whole-of-government, e-participation, multi-channel service delivery, expanding usage, digital divide and open government and open data - with reference to the overall UN development agenda; 2) reviewed and examined the methodology underpinning the survey; 3) reviewed and updated the questionnaire; and ultimately 4) provided advice and recommendations on how to integrate these issues into the next edition of the UN E-Government Survey.
The background to the meeting, particularly the whole-of-government theme, referred to the research carried out by the UNU-IIST Center for Electronic Governance during 2009-2010, particularly to "A. Ojo, T. Janowski, and E. Estevez, Whole-of-Government Approach to Technology Strategy Management: Building a Sustainable Collaborative Technology Environment in Government, Information Polity - An International Journal of Government and Democracy in the Information Age, vol. 16, issue 3: IOS Press, 05/2011".
