Uzbekistan Develops Bill Regulating Activity of Interior Bodies

The bill on 'Interior bodies', developed by a special expert group of a commission preparing legal acts in the area of improving the system, has been submitted to the Uzbek Cabinet of Ministers for consideration, the Uzbek Interior Ministry said.

At present, internal bodies' activity is governed by several regulations.

The bill on 'Interior bodies' envisages summarising all acts regulating the activity of the interior bodies which were previously received by the president and Cabinet of Ministers. The experience of developed foreign countries was examined during its preparation.

While developing the bill, special attention was paid to the rights and responsibilities of law enforcement bodies, the legal principles of their work, social security and personal safety, conditions and procedures of service, financial and material support. This will eliminate many problems and shortcomings in the work of the internal bodies at a legislative level.

In particular, the bill envisages provisions on the procedure and conditions of using force, firearms and special equipment to comply with the rights and freedoms of citizens.

Last week, the bill was discussed during a 'round table', organised by the Human Rights and Legal Support Department under the Interior Ministry. Representatives of concerned ministries and departments, the Parliamentary Commissioner for Human Rights (Ombudsman), the National Centre for Human Rights, the Institute for Current Legislation Monitoring under the Uzbek President and the Independent Institute on Civil Society Monitoring attended the discussions.

The recommendations and proposals will be considered and indicated in the final version of the bill, a statement said.
