Vietnam Introduces Provincial Govts. E-Portal

Vietnam’s Ha Giang province officially launched e-portal and email system early this week to provide information channels and enhance provincial administration operation.

“The introduction of the Ha Giang e-portal, www.hagiang.gov.vn, will create an important information channel to regularly update local guidelines and policies on socio-economic development, as well as national security and defense,” said Nguyen Van Son, Vice Chairman of the Standing Committee and Head of the ICT Steering Committee, Ha Giang province.He also added that this e-portal will also be an operating tool for the People’s Committee to provide online public administration services, and to connect business people and citizens with the government.

Ha Giang’s website was developed in 2007 to promote its history, culture, and achievements in socio-economic development. However, the website no longer meets the requirements of modern technology in integrating information system and provision of online public services. Thus, the ICT Steering Committee has directed the new construction of the provincial e-portal, according to Son.

Apart from the new e-portal, Ha Giang also directed the new development of an email system in which, once in operation, will contribute to a major change in operation of the staff and employees leading to the reduction in administrative costs as well as enhancing the efficiency and accuracy in administrative reform.

Located in the far north of the country, Ha Giang is one of the poorest provinces of Vietnam where the vast majority of its economic activity revolved around agriculture and forestry. In recent years, there have been attempts to establish a manufacturing industry. Infrastructure in Ha Giang has seen improvement, but remains underdeveloped compared to many other parts of Vietnam.

Speaking at the opening ceremony of the new e-portal, Nguyen Bac Son, the Minister of Information and Communications, emphasised that the investment and accelerated deployment of IT applications done in Ha Giang, despite difficult conditions, showed the vision and attention of the Provincial Party Committee, People’s Council, and People’s Committee for the province’s development.
