Audit of Public Debt

Overview: Public debt is in the large majority of countries one of the most important budget expenditures, and very often the largest one. Democratic government requires that public debt and its medium- and long-term effects be made transparent. This is necessary to help ensure accountability and facilitate a better-informed public debate. In order to achieve this, it is of paramount importance that the necessary controls are in place regarding public debt management. This course provides all the basic elements on public debt management for the participants to acquire the necessary knowledge to undertake public debt audits.
 
The course consists of the following modules:

Module 2: Debt Office Functions
Module 3: Auditing Public Debt (Auditing Risks, Auditing Debt Sustainability)

Drafting and Negotiating Clauses of Loan Agreements

Overview: Developing countries often presume, for a variety of reasons, that they have limited or no capacity to influence the outcome of negotiations of a loan agreement with an international lender. They often feel that international lenders generally do not subscribe to the viewpoint of borrowers or amend the clauses of the loan agreements. This is a serious misconception. Once the parties are committed to the negotiating process, the existence of convincing reasons, may be guided by national financial and economic considerations, for proposed amendments in the clauses of a loan agreement are difficult to ignore and often find acceptability with the lenders. The preparation and strategy of negotiation plays an important role in determining the outcome.

Description: Adopted on 25 January 2006, the Law of Free Access to Information of Public Character entered into force on 1 September 2006. According to its provisions, any natural or legal person is allowed to obtain information from State and municipal bodies, as well as from natural and legal persons performing public functions. The requests, which can be oral, written or electronic, must be responded to within 10 days.
